here's a lot to like about Opportunity Maine's "Jobs Through Education" referendum proposal. It's an intriguing effort to attack two of Maine's most pernicious and interlocking problems: low college attendance and a lack of high-paying jobs.

What's more, the program would be funded with tax credits and would not create a new government bureaucracy.
