When lawmakers left the Capitol last week, they believed they had finally reached an agreement on major intelligence reform that would make the nation safer.
The legislation, which was developed under the leadership of Sen. Susan Collins and co-authored by her, would have created a new national director to oversee the nation's 15 intelligence agencies.
