If Maine is too small to have two correctional systems, it's definitely too small for 16. But that's what the current set up amounts to, with 15 county jails doing much the same work as the state prison system.

With those prisons and some jails becoming overcrowded while other jails are under used or obsolete, it makes sense to take a comprehensive look at all of Maine's correctional facilities and how they could best be aligned to operate efficiently.
