By next month, every police and sheriff's department in the state must adopt guidelines for notifying the community when a sex offender moves to town.

The requirement is intended to reconcile the vastly different approaches that communities take in deciding whether and how to notify residents of a sex offender's presence. While some large municipal departments like Lewiston and Portland have had such policies in place for more than a year, smaller departments are scrambling to meet the minimum standards.
