The Child Abuse Prevention Council of York County will kick off the third annual "Blue Ribbon Relay" at 9 a.m. at Biddeford Primary School.
The event is designed to celebrate Child Abuse Prevention month. Carrying the message "It takes many community partners to prevent child abuse and neglect," Maine State Troopers will transport blue ribbons from all over the state to a rally at the State House.
