The Portsmouth Naval Shipyard in Kittery is too valuable strategically and militarily to close, and shifting its work to other bases would cost more than the Defense Department has acknowledged. These are the arguments that the congressional delegations and governors of Maine and New Hampshire will make July 6 at a hearing of the commission that will decide whether to close the shipyard as the Pentagon recommended.
