Whether John R. Bolton is qualified to be U.S. ambassador to the United Nations is a matter somewhat separate from whether Senate Democrats should allow a vote on the nomination.
Bolton is a career diplomat with a record of being quite undiplomatic when dealing with subordinates and just about everyone else he meets.
