Whether John R. Bolton is qualified to be U.S. ambassador to the United Nations is a matter somewhat separate from whether Senate Democrats should allow a vote on the nomination.

Bolton is a career diplomat with a record of being quite undiplomatic when dealing with subordinates and just about everyone else he meets. Testimony at his confirmation hearing suggested he berated intelligence analysts when those analysts drew conclusions that did not fully support his hard-line diplomatic views.
