The City Council voted Monday night to allow wind gauges in most areas of the city, giving a boost to wind-power proponents on Peaks Island and Munjoy Hill.

Supporters noted that the measure allows them only to test whether an area is windy enough to support a permanent turbine. Opponents, however, said the council is ignoring evidence that wind turbines pose a public health risk.
