With a few strokes of a marker, the yellow shirts that symbolized the effort to keep the Portsmouth Naval Shipyard open were transformed Wednesday from a plea to spare thousands of jobs to a declaration of victory: SAVED OUR SHIPYARD. "This is a great day for the Navy, for the community and for the shipyard," said David O'Brien, a manager at the yard and Kittery's fire chief. "You can't measure how happy everyone is."

As the news spread, car horns and shouts of "We did it" and "Yes!" rang through the air. People began to assemble outside Gate 1. Thousands of shipyard workers streamed out of the yard in celebration, carrying a banner that read, "Thank You BRAC Commission."
