Polluted coastal waters, destroyed habitats and depleted fish populations are signs of a crisis in the nation's oceans, according to a presidential commission calling for new policies that would affect Maine and other coastal states.

The U.S. Commission on Ocean Policy presented its nearly 500- page preliminary report Tuesday to Congress, the White House and the nation's governors. The report, the first such review in 35 years, included about 200 recommendations to create a more comprehensive approach to protect the ocean from modern threats such as coastal sprawl, fishing pressure and cruise ship discharges.
