A developer who wants to convert one of the city's oldest and most magnificent homes into a restaurant and hotel is going to have to convince the City Council that the plan has merit. John Bliss is scheduled to go before the council at 7:30 p.m. Wednesday to lobby for a zoning change that would let him convert the Sewall House, an 1840s mansion, into what he calls a reincarnation of the former Kennebec Yacht Club.

To succeed, Bliss must convince councilors that the Planning Board erred last month when it voted 4-2 against the zoning change. Councilors have authority to override the Planning Board's advisory vote.
