FairPoint Communications is scheduled to file a reorganization plan Thursday in U.S. Bankruptcy Court in New York, but the resolution of a related dispute between the company and the Maine Public Utilities Commission has been delayed at least until January.

Burdened by debt after spending $2.3 billion to buy Verizon's landline network in northern New England, FairPoint filed for Chapter 11 bankruptcy reorganization on Oct. 26.
