A bipartisan group of lawmakers on the Legislature's Transportation Committee is on the right track with its proposal to change the way the state taxes for its highway fund.

The plan would raise state revenues without bonding to keep the Department of Transportation's resources in line with Maine's road maintenance and repair needs. It would also put an end to indexing gas tax rates, which never produced the reliable revenue stream its supporters had hoped or a predictable cost structure for budget writers in the trucking industry.
