Summary


The Portland City Council's approval of a $6 million tax break for university housing and an eight-story office building on Marginal Way may not please some councilors and council critics. They note that less money will flow into city coffers over the next decade than might otherwise be the case.

On the other hand, without the tax break, the project might not have been feasible at all, and the city would have gotten no money from it. It also continues the development of the city's Bayside section in economically and socially important ways, which is also a critical need for the city.
