Colorado Gov. Bill Owens, a supporter of a "taxpayer bill of rights" that is the model for a proposed ballot initiative in Maine, says the measure has helped his state become more competitive in spite of the doom predicted by naysayers. Owens spoke on Monday at an awards dinner honoring Mary Adams, the conservative activist behind the Maine petition drive, as the state grapples with demand for tax reform.
The proposal would limit spending increases at the state, county and municipal levels to the rate of inflation and population growth. Any additional spending would require a two-thirds vote by the governing body and voter approval in the following election.See the full content of this document
