The problem with some good ideas is that the only reason they haven't already been put in place is that they have costs of implementation that nobody seems willing to pay.

Such a situation bedevils a bill currently being heard in Augusta to lengthen the school year in Maine by an additional 10 days, which would take it from 175 school days to 185.
